Location:
  • Years of relevant experience may substitute for a college degree using a one to one year equivalent beyond high school.
Education:
  • Bachelor’s Degree in Computer Science, Information Systems or equivalent to an Information System related degree
 
Generalized Experience:
  • Four (4) years of progressive technical experience.
  • Working knowledge of enterprise database tools, programming/scripting languages, desktop database tools, spreadsheets and word processing applications.
  • Must be fluent in the English language and have demonstrated ability to communicate, timely effectively and accurately with all levels of personnel both orally and in writing.
 
Specialized Experience:
  • Three (3) years of enterprise database programs such as Pervasive, Microsoft Access to perform sorting, querying, merging, reconciling and manipulation of large, multi-table database.
  • Needs high level VBA experience
  • Three (3) years of experience programming using Extract Transfer and load (ETL) tools, Apex, SQL and Oracle tools.
  • Demonstrated ability to analyze complex processes, functions and procedures that may impact operations and workflow activities and translate into database requirements.
 
Functions:
  • Provide expert advice and technical leadership on variety of subject areas including but not limited to: data acquisitions, loading and reconciliation; report development; business process improvements and office automation.
  • Provides recommendations and alternatives to technical issues, prepares briefings and technical reports.
  • Performs an active role in the acquisitions, initial review, evaluation and determination of the usability of data contained in the automated systems of plan service providers, such as actuarial firms, banks, insurance companies, plan administrators, and other outside entities.
  • Facilitates the transfer of data from actuarial firms, banks, insurance companies, plan administrators, and other outside entities into the various processing and corporate system databases and for the consistency of the data between various databases.
  • Provides guidance and technical assistance to the various disciplines within PBGC and other BAPD staff on the efficient transformation of acquired data into useful information and integrating data with BAPD and corporate systems.
  • Responds to various ad hoc requests as assigned requiring data selected from BAPD and or corporate databases to enable PBGC to respond to inquiries.
  • Assesses BAPD process (e.g. benefit administration, plan assumption, participant data audit, valuation and plan closing) for opportunities to better integrate data, software systems and procedures.
  • Participates in the identification, recommendation and implementation solutions to data problems and inefficient benefit administration.
  • Participates in the development and review of operating specifications for actuarial, benefits administration or other case processing systems.
  • Coordinate and or perform testing of actuarial, benefits administration or other case processing systems.
  • Coordinate and or perform training to BAPD staff on use of case processing systems
