Job Description

We are seeking an Environment Delivery Capacity Manager to manage environment capacity for critical, enterprise-based application platforms. The Environment Delivery Capacity Manager will play a leadership role focused on critical governances (policies, processes) and capabilities associated with environment capacity planning, management, and modeling activities in support of on-going application deliveries to meet Blue Shield of California’s business needs. The Environment Delivery Capacity Manager will also liaison with BSC’s infrastructure vendors to prioritize, monitor, and report on vendor-assigned environment build activities.

 

The fundamentals of this position are partnering with environment delivery project initiatives to assure adequate compute capacity assets are “in-stock” and available to meet ever-evolving requirements. In these efforts, the Environment Delivery Capacity Manager will be required to partner with project managers, design architects, vendor resources, and counterparts; manage cross-functional teams, conduct rigorous planning, effective problem solving, and exhibit excellent analytical and communication skills

 

 

Job Functions:

Environment Capacity Management

Act as a single-point-of-contact (SPOC) responsible for managing environment capacity with the following responsibilities:

• Inventory and track current “as-is” BSC and vendor environment capacity and compute resources including physical and virtual hosts, processor and memory allocations, disk storage, licenses, etc utilizing detailed spreadsheets, databases, and inventory management tools

• Consult with strategic and operational project initiatives and design architects to assess and model compute capacity demands and book “reservations”

• Submit IT procurement orders to purchase and replenish new compute assets when environment capacity reaches specified consumption thresholds

• Perform cost recovery administration procedures to bill project initiatives for capacity usage

• Coordinate asset replenishment implementations (e.g., rack-and-stack activities)

• Research, implement, and administer IT asset inventory tracking tools to improve and automate the current BSC environment capacity management process

• Participate in internal audits, as required

 

Vendor Management Liaison for Environment Build Activities

Act as a single-point-of-contact (SPOC) within the Build Engineering group to prioritize, track, and monitor build execution activities with BSC vendors:

• Prioritize and track vendor environment build execution activities according to BSC IT strategic and operational project prioritizations; communicate weekly status to project stakeholders using dashboards and weekly status reports

• Act as a liaison between BSC project managers and vendor service delivery managers to negotiate work order reprioritizations based on vendor resource constraints

• Act as the BSC single-point of contact (SPOC) for vendors to schedule vendor asset replenishment implementations (e.g., rack-and-stack activities) and communicate environment outages with impacted stakeholders

• Work with BSC Vendor Management group to assess and improve the current vendor environment work order intake, review, and change request processes based on observations and direct work experience

 

Qualifications:

The ideal candidate has proven experience in:

• IT Asset/Capacity Management – direct, extensive experience managing and inventorying IT compute assets including LPARs, hosts, processors, memory, storage space, licenses etc.

• Technical project management – project management experience specific to the delivery of application systems inclusive of the underlying infrastructure components, i.e. hardware, operating system, application middleware, database, and application software

• Software Delivery Lifecycle (SDLC) – experience with principles, processes and methodologies of software development lifecycles with respect to the fundamentals of release/deployment activities and configuration controls

• IT Application Operations Support – experience managing the availability and performance of an environment in support of relevant customers and their corresponding SDLC activities inclusive of control and coordination of changes, access to environments and ensuring consistent and efficient IT service delivery

• 5+ Years Experience in IT-related systems implementation, application delivery, operations and support

• Strong analytical skills, organized and detail-oriented; self-directed

• Planning, coordinating, and scheduling complex work tasks with multiple stakeholders and multiple handoffs

• Directing team members that are not direct reports to accomplish goals that require cross-team coordination

• Experiencing optimizing IT services through automation, standardization and continual improvement

• Knowledge and expertise in IT process development, implementation and management

• Strong leadership and excellent communications skills

• Strong ability to adapt to and learn new technologies, products and applications

• Strong trouble-shooting and problem determination skills

• PMP and/or ITIL certification preferred
