Job Description

This position, located in Sierra Vista, AZ with Alion Science and Technology is in a fast-paced environment supporting a major IDIQ contract with the Department of Defense. The position is part of a Program Management Office (PMO) and reports to the Director of the PMO.

Under limited supervision of Alion senior contract management staff, manages a large IDIQ contract of moderate complexity with a high level of activity. Prepares task order pricing and proposals, and leads negotiations as required. Performance of all contract administration functions is required. . Provides direction to company and client employees regarding processes and procedures for types of government property administered under the IDIQ contract.

Works closely with the Program Manager, Program Team and senior contract management staff to develop streamlined contract administration policies and procedures within the limits of delegated authority and is accordance with policies and procedures.

Review contact modifications, analyzes impact, and prepares responses to the Government after internal collaboration with the Program Manager and other stake holders.

Reviews task order solicitations, and prepares specialized responses for proposals, bids.

Participates in discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts.

Performs all activities required to prepare a fully compliant and competitive cost and pricing volume including establishing and coordinating schedules, cost/price model development, and cost narrative.

Analyzes contract performance requirements, including unique or unusual special provisions, and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.

Provides guidance on complex contractual requirements and corporate policy to line management organizations.

Negotiates and establishes teaming agreements and non-disclosure agreements, as assigned, with prospective partners to respond to client¿s solicitation requirements (Alion may be the prime contractor or a subcontractor).

In concert with management and line organizations, develops negotiation strategy for complex contractual issues.

Ensures contract review, approval and execution is in accordance with corporate policy.

Maintains data in department information systems and files.

Prepares and analyzes complex reports of proposal and contract activities.

Acts as liaison between technical staff and others including Subcontractors, Financial Operations, Procurement, Security, Property, and Human Resources, on contractual matters.

Plans and oversees physical inventories of property at the contract level including property managed by senior support staff.

Ensures that periodic surveillance is performed to verify that functional organizations appropriately protect, control, preserve, and maintain government property. Determines and ensures timely identification and disposition of excess property and notification of appropriate personnel.

Complies with security procedures in the performance of duties.



Bachelor's degree in related discipline plus 5 to 7 years of directly related experience. Master's degree preferred. Experience in a government contracting environment is preferred.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Thorough knowledge of Federal Acquisition Regulations (FAR) or commercial contract law and management principles.

Strong knowledge of CPFF, FFP and T&M type contracts.

Skilled in pricing Government proposals.

Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.

Excellent communication, organizational, writing and interpersonal skills.

Proficient with Microsoft Word, Excel, Power Point and Outlook.
Knowledge of related property management systems desired.

A security clearance of an appropriate level may be required after employment.
