Job Description
Required Experience
  • Bachelor’s degree in Welding or Mechanical or Civil Engineering or Electrical.
  • Progressive 10+ years of professional experience in welding engineering
  • Extensive knowledge of material science, welding technology and metallurgical engineering.
  • Comprehensive knowledge of manufacturing processes, welding tool design and measurement tools.
  • Travel to conduct vendor oversight activities and support plant outages may require travel up to 75% (25% international & 50% within North America).
  • The position requires a U.S. passport and ability to obtain a visa for international travel.

Preferred Experience

  • PE license is desirable.
  • Working knowledge of industry codes, standards and regulations (ASME IX, AWS D1.1, ASNT, ASTM). AWS and NDE certifications are desirable.
Required Skills
  • Ability to plan and conduct QA oversight and welding program evaluations of vendor quality affecting activities including design, fabrication, inspection and testing.
  • Ability to observe and report conditions and events affecting material, welding, NDE, and equipment, to the affected stakeholder and then work with stakeholders to resolve disputes and technical issues.
  • Ability to participate in teams and implement process improvements. Must be an independent thinker and have excellent organizational and interpersonal skills. Must be able to establish and maintain credibility with peers and operating location personnel to execute the objectives of the Welding and Brazing Program.
  • Ability to deliver clear and concise presentations, conducts audits and prepare surveillance reports for vendor and power plant outage activities.
  • Possess superb communication, organizational and interpersonal skills.
  • Must be able to climb, work at high elevations and work in confined spaces. Must be able to perform work while wearing safety equipment and be able to lift/move inspection and test equipment.
Job Description

The Quality Assurance group is responsible for providing technical services and support for the policies, standards and practices, which apply to all of our power generation plants, transmission and distribution facilities, and renewable assets.

You will be responsible for managing the Welding and Brazing Program and review design and installation specifications for civil, mechanical and electrical system components related to welding, and/or materials; field inspections; and vendor shop inspections/surveillances to ensure vendor compliance with contract requirements, especially the technical specifications. Other responsibilities include:

  • Support the management of QA policies, standards and practices consistent with contract commitments, regulatory requirements, and policies/procedures.
  • Review and provide QA requirements for specifications and preliminary procurement bid documents prepared by various departments and architecture and engineering firms in the process of designing new systems or upgrades to existing systems for generation and transmission assets.
  • Review the quality systems/programs for potential vendors and suppliers to ensure that they have enforceable policies and procedures for the manufacture of systems and equipment that satisfy contract and welding requirements.
  • Conduct vendor shop surveillances and source inspections related to welding to ensure that purchased equipment or systems and the installation of the equipment or systems complies with the contract and quality assurance requirements.
  • Review and provide comments for procedures and documentation related to welding, NDE and testing in support of recurring maintenance and non-recurring capital and O&M projects to ensure compliance with the Authority’s Quality Assurance policies, standards and practices.
  • Monitor field welding installation of vendor work to ensure compliance with contract documents and QA requirements are met at generating and bulk transmission facilities.
  • Administer welding process procedures and program.
  • Oversee the management of service contracts related to the QA function including, but not limited to: external quality assurance services, corrosion and coatings inspection and consultation service.
  • Participate in committees that address welding activities within the Operations Unit and participate in external professional and industry committees/organization including EPRI.
  • Provide technical expertise to staff including project management, engineering, and operating facilities regarding welding matters.
  • Develop welding techniques, procedures, and application of welding equipment to problems involving fabrication of metals, utilizing knowledge of production specifications, properties and characteristics of metals and metal alloys, and engineering principles.
  • Establish welding procedures to guide production and welding personnel relating to specification restrictions, material processes, pre- and post-heating requirements which involve use of complex alloys, unusual fabrication methods, welding of critical joints and complex post heating requirements.
  • Direct and coordinate technical personnel in performing inspections to ensure workers' compliance with established welding procedures, restrictions, and standards; in testing welds for conformance with national code requirements; or testing welding personnel for certification.
  • Contact Authority personnel, or vendors to exchange ideas, information, or offer technical advice concerning welding matters.
  • Evaluate new developments in the welding field for possible application to current welding problems or production processes.
  • Develop, control, and issue the Welding and Brazing Program
  • Develop, revise and issue Qualified Welding Procedure Specifications and Brazing Procedure Specifications.
  • Provide assistance in qualification of welders and brazers.
  • Provide assistance in resolution of welding, metallurgical and NDE issues.
  • Monitor the implementation of welding and brazing program at sites.
  • Monitor and verify contractor’s welding/brazing activity and qualifications.
  • Provide necessary corrective actions to resolve welding/brazing quality and performance issues.
  • Respond to welding technical queries and perform investigations of field welding related problems
  • Ensure that welding, heat treatment, hardness testing, inspection and non-destructive testing are in compliance with the relevant codes and specifications
