The Project Manager is responsible for managing the resources necessary to achieve the objectives of the MedAptus Hardware and Software Upgrade projects on behalf of the project sponsor and customer.  This includes providing project team leadership and ensuring adherence to the governance structure required to support the initiation, planning, executing, controlling and closing activities of this project within budget and with the required level of quality.
KEY FUNCTIONS 1.Provides project management oversight, leadership and expertise on the MedAptus hardware upgrade and project-related activities. •Leads the project team and facilitates collaborative relationships with other teams within CAS and teams from other IS organizations. •Ensures the goals of the project are properly defined and agreed to by the project sponsor, the project steering committee (if applicable) and/or the stakeholders. •Directs all phases of the project and assures that the results achieve the business objectives and strategies defined by the organization. •Oversees the quality assurance process of project plans, timelines and product/project deliverables. •Establishes and manages project expectations of all project stakeholders including sponsor, steering team, customers, users, and project team. •Serves as a change agent for the implementation of effective outcomes. •Establishes and maintains all project schedules and manages project expenses of all production schedules, including supplemental orders of installation. •Maintains a current project budget and keeps the Enterprise Applications Manager informed of budget status as needed, escalating any issues and/or projected cost overruns. •Defines, prioritizes, coordinates and manages the work of the project team; assigns work appropriately based on resource availability and follows up on task completion. •Works with CAS technical leads to manage technical-related activities with other IS resources, including CAS Integration, CAS CARE Production Support, Integrated Desktop Services (IDS), Data Center Operations & Technical Services (DCOTS), DCOTS Database Administration, Network Services, Telecommunication Services, Information Security and Internet Services. •Manages personnel resources for the project. •Manages financial resources through collaboration with appropriate CAS and CIO/IS Fiscal Operations managers/analysts. •Adheres to established parameters for project resource management, including personnel, technical, schedule and financial. •Develops and maintains optimal relationships with project team members, earning respect from the team and leading the project team effectively. •Demonstrates good leadership and communication skills in leading project teams, maintaining effective communication with project team members and management. •Demonstrates strong leadership, facilitation, negotiation, mentoring, and conflict resolution and personnel management skills. •Communicates problems/issues that may arise in determining solution feasibility and alternatives, and related information that may be useful in the performance of project activities. •Escalates all project issues that are politically sensitive and/or may impact the welfare of the project to both the Enterprise Applications Manager and customer management, as appropriate and in a timely manner. •Solicits vendor input as needed to resolve issues identified by the project manager or escalated by the project team. •Provides weekly updates, attends all project meetings and communicates status of all tasks to the Enterprise Applications Manager. •Demonstrates expertise in the application of Project Management Methodology (PMM). •Adheres to MDACC IS Governance procedures.  Completes project documentation as required for reporting to the Quality Review, Technical Review, Information Security Review and Area IS Steering Teams and/or Workgroups in a timely manner. •Presents project information to Area IS Steering Teams and/or Workgroups as needed in a professional and timely manner. •Ensures project documentation is completed and maintained as the project changes or refines over time. •Demonstrates exceptional verbal, presentation and written communication skills.
2.Provides systems implementation oversight and leadership for the development, enhancement and/or implementation of MedAptus application program and databases. •Demonstrates expertise in the implementation of best practices utilized by the CAS Projects Team, as documented in the CAS System Life Cycle Guidelines (SLCG), and leverages this expertise in the acquisition, development, implementation and maintenance of institutional information systems. • Leads the team in learning and understanding the business need and workflow of the customer and leverages this knowledge in all implementation activities to improve efficiency and effectiveness. •Insures system functional requirements are defined using workflow analysis, regulatory and standards review, standards of professional practice and other relevant sources.  Insures customer review and approval of system requirements, system configuration, testing results validation, system readiness for go-live and final customer acceptance. •Leads the development of process analysis documentation, policies and procedures. •Works with the technical team members to document the technical requirements and the technical environment, including specifications and design for hardware and software architecture. •Insures the design and configuration of input forms, screen designs, tables, system outputs, and interfaces that meet the business needs of the customer. •Insures that end-user input is incorporated into all implementation activities. •Insures documentation of the decision-making process undertaken with customers that lead to content decisions. •Oversees configuration and setup of information system related items by working with the vendor and other resources on the project team. •Insures the design of clear and effective system reports, adhering to institutional standards. •Leads the team in identification, troubleshooting, and resolution of application and/or implementation issues, and insures follow-through on reported problems to final resolution. •Insures that security access design complies with institutional information security standards. •Coordinates and leads the preparation and execution of test plans and test scripts, including functional, regression and load testing. •Insures that all testing results are documented and feedback is provided to responsible parties.   •Insures that the application is adequately tested and all high priority issues are resolved or have a satisfactory operational alternative (workaround) prior to system go-live. •    Coordinates the development of role-based programs and supporting materials for end-user training based on principles of adult learning. •    Determines learning needs for customer end-users and/or IS team members based on user roles and application functionality. •    Coordinates and schedules training sessions with end-users and customer groups. •    Leads the team in identifying and resolving training and/or rollout issues. •    Coordinates the development of backup, disaster recovery, security, and administration and redundancy strategies and procedures. •    Coordinates and leads the development of downtime planning and procedures. •    Coordinates the development of guidelines for ongoing production support for the production system. •    Provides onsite go-live support.
3.    Builds and maintains optimal customer relationships. •    Develops and maintains optimal relationships with the each project’s internal customers, making regular contact with internal customers. •    Responds to and resolves customer issues in a timely manner such that the customers are satisfied with the customer service they are receiving. •    Maintain good relationships with the vendor representatives.
4.    Promotes professional growth and development through leadership activities. •    Coaches project team members to clarify assignments and deliverables, reviews quality of work and manages integration of the project team. •    Provides positive feedback to project team members when they make a positive contribution. •    Provides constructive feedback to project team members when there is an opportunity or need for improvement. •    Provides input and feedback on the performance and contributions of the project team members to the team members’ administrative managers for their performance evaluations. •    Mentors other staff in project management best practices and system development life cycle best practices.
EDUCATION Required:    Bachelor's degree in Computer Science, Software Engineering, Management Information Systems, Healthcare Administration or related field.   Preferred:    Master's degree in Computer Science, Software Engineering, Management Information Systems, Healthcare Administration or related field.
LICENSE/CERTIFICATION Required:    None. Preferred:    Project Management Institute (PMI) Certified Associate in Project Management (“CAPM”) or Project Management Professional (“PMP”) or Certification from a university-based (or comparable) project management program.
EXPERIENCE Required:    •    Eight years of experience to include five years in project management and three years in application and/or infrastructure services. •Experience using formal project management methodology, techniques and tools. •Expertise in creating and maintaining project deliverables and completing projects on time, within budget, and with agreed upon functionality.
