Job Description
One of our clients on the operator side is searching for a Cost Engineer
Position Summary
Responsible for the development and management of overall cost management on the project. The Cost Engineer ensures accurate reporting of actual and accrued costs via properly integrated Cost Reporting applications
Key Accountabilities
Execute all cost management aspects of the project in accordance with project Health, Safety, Security and Environmental requirements
Thoroughly understanding, customizing to ensure fit for purpose, and improving processes prescribed by the client (e.g., The clients Way,Baseline Schedule development and management, Performance Status and Reporting, Baseline Change Control, Risk Management, Earned Value Management, guidance and tools, Prospace etc.)
Prepare and maintain the project cost break-down structure in liaison with the appropriate functions and managers
Prepare and operate in-house overall cost management systems and cost data
Development of project estimates including additional scope and/or variations
Provide accurate and timely project cost reports, verifying cost performance against plan, and identifying areas of potential budget overrun requiring corrective action
Monitor, obtain and review the expenditure elements of contractor performance throughout the contract life-cycle and recommending corrective action where necessary
Prepare earned value analysis in conjunction with the project planner/scheduler
Supports the preparation of the project monthly report with input of expenditure data
Develop recovery plans to respond to negative variances in cost with appropriate stakeholders (both internal and external); initiate Change Control as necessary
Lead the undertaking of cost risk analyses and support schedule risk analyses
Support internal and partners? project cost reviews and approvals processes
Support the preparation of resource/man-hour plans for the project
Produce and maintain annual budget cost estimates submitted for annual work programme and budget approval cycle in conjunction with the finance function
Ensure project outturn cost data and lessons learned are fed back to internal project stakeholders, for the benefit of future projects
Required Skills
Demonstrated knowledge and experience in using cost management and cost estimating software
Experience in developing detailed cost reports and estimates using Primavera products (preferably P6)
Experience in cost estimating of offshore field development projects in pre-and post sanction stages.
Solid experience in analysing and maintaining cost estimates, -budgets and reports.
Demonstrated experience in managing contractor cost report and -estimates and combining multiple contractor schedules to form one project cost estimate
Strong attention to detail including cost management and cost estimating and documentation of assumptions supporting the cost estimate report.
Ability to influence and provide recommendations to senior management
Demonstrated ability to work in a team and understand the need to provide a professional and prompt service to all stakeholders
Ability to build close working relationships across the business unit and with contractor organisations
Excellent written and verbal communication skills
