Position: Business Analyst
Duration: 6 – 12 Months
Rate: $40/HR
Location: Oceanside, CA
Will be able to telecommute part-time!
Summary:
The successful candidate will be working on projects that involve revisions to policies and procedures, process analysis, and work specifically on Active Directory and Document Management Strategies. A significant amount of time will be focused on documentation, including on projects like disaster recovery and cyber security strategies.
We prefer to have someone with a BA certification but it is not required. We also need someone well versed in project server and SharePoint technologies from a project tracking and management perspective.
Essential Functions:
- Interfacing extensively with District end users, vendors, contractors, and partner agencies
- Analyzing existing systems
- Translating requirements into highly-specified project briefs
- Identifying options for potential solutions and assessing them for both technical and business suitability
- Creating solutions to complex problems
- Developing proposals for modified or replacement systems
- Analyzing projects for feasibility
- Creating testing methodologies for systems
- Writing user manuals
- Providing training to users of a new system
- Assist in defining, implementing, and enforcing application security guidelines and access authorization to ensure system integrity and business data protection
- Install and implement application packages when required
- Conduct research, perform analysis, and prepare documentation regarding problems, issues, and opportunities relating to software development, implementation, and maintenance
- Work closely with consultants and vendors to resolve discrepancies and improve application performance
- Serve as the primary IT liaison to the end user departments whose applications fall under the responsibility of this analyst
- Contribute to decisions regarding build versus buy opportunities as implementation solutions
- Provide technical assistance in troubleshooting business data issues in the applications
- Assist in developing and monitoring application policies and procedures and end user documentation
- Provide assistance with training, troubleshooting, and Application Help Desk functions on platforms currently used by company
- Act as a key member of software selection, development, and implementation teams, providing technical and application support to District users
- Ensure that District personnel are trained and effective in proper use of business applications
Qualifications:
Education and Experience
- Graduation from an accredited college with a Bachelor’s degree in computer science or a related field or any combination of training and experience that provides the desired knowledge and abilities
- Seven years of progressively responsible experience as an analyst and programmer
- Strong experience with a variety of application packages and end-user support
- Required experience will vary depending on business area and applications supported
- Public sector experience a plus
Knowledge, Skills, and Abilities
- Microsoft SharePoint and Project Server structure and concepts
- Microsoft Office products: Word, Excel, PowerPoint, Visio, and Outlook
- Understanding of IT related technology and development tools
- Develop realistic timeframes for assigned work and meet those timeframes on a consistent basis
- Make decisions, solve problems, resolve conflicts, exercise resourcefulness, and prioritize tasks to meet a variety of demands
- Communicate concisely and accurately both verbally and in written format
- Work cooperatively with other employees and vendors
