Job Description

The Insurance Products and Services Division of the National Association of Insurance Commissioners (NAIC) currently has an opening on the State Based Systems team for a Business Analyst II, III or Senior.  Experience with Insurance Producer Licensing is preferred. This position requires the ability to gather, analyze, document and communicate requirements, identify and verify solutions through testing and maintain an understanding of business rules and system requirements needed for ongoing support.

 Education and/or experience required:

 Business Analyst II

  • Bachelor’s degree (BA) from four-year college or university.
  • Minimum of three years related experience; or an equivalent combination of education and experience. 
  • Previous experience in a Business Analyst role preferred. 
  • Must have experience with the development life cycle.
  • Required experience in Oracle, SQL, and Microsoft Office products (Outlook, Word, Excel). 
  • Strongly prefer experience in Insurance Market Regulation and Producer Licensing business areas.

 Business Analyst III

  • Bachelor’s degree (BA) from four-year college or university
  • No less than five years related experience; or an equivalent combination of education and experience. 
  • Previous experience in a Business Analyst role preferred. 
  • Previous experience with the development life cycle preferred. Previous experience in Oracle, SQL preferred. 
  • Required experience in Microsoft Office products (Outlook, Word, Excel). 
  • Strongly prefer experience in Insurance Market Regulation and Producer Licensing business areas.

 Senior Business Systems Analyst I

  • Bachelor’s degree (BA) from four-year college or university
  • No less than 6-8 years experience in the essential functions of this position; or an equivalent combination of education and experience. 
  • Must have extensive experience with the entire development life cycle; starting with the analysis, design, construction, implementation, and following it through to the evolution phases.
  • Required experience in Oracle, SQL. 
  • Required experience in Microsoft Office products (Outlook, Word, Excel).
  • Proven experience leading several multi-person (medium to large) projects through each phase of the application development life cycle.
  • Strongly prefer experience in Insurance Market Regulation and Producer Licensing business areas.


Skills and Abilities:

  • Demonstrates the ability of gathering analyzing and validating requirements through interviews, observation, facilitation, and other proven business analysis techniques.
  • Required experience using SQL and SQL Navigator to query and solve issues related to SBS data.
  • Must have experience with all phases of the development life cycle, including analysis, design, construction, and implementation. 
  • Demonstrates ability to understand the ‘big picture’ and how systems and applications affect, and are affected by, other applications and initiatives.
  • Is quality-minded and looks for ways to improve the quality of the systems to which he/she is assigned for business analysis.
  • Must possess the ability to recognize priorities of tasks within projects.
  • Demonstrates ability to work with multiple levels of detail, depending on the requirements of specific projects.
  • Demonstrates aptitude for technical and creative problem solving.
  • Familiarity with or ability to learn diagramming and modeling techniques and software
  • Ability to work collaboratively and to negotiate successful solutions.

  • Required ability to travel to State Departments of Insurance up to 20%, for the purpose of gathering business requirements or demonstrating system functionality, both to licensed and non-licensed states.
