Responsibilities
- The Contract Administrator is responsible for managing large contracts as assigned by the Manager, Projects and Technical Procurement.
- Key accountabilities relating to the management of the contract and relationship between the buyer and seller.
- Managing the communications between and the actions due by both parties to each other, including scheduling meetings.
- Coordinate the change order process and all requests for change orders in relation to the contractual obligations, including ensuring application of all contractual terms.
- Monitor, document, and report on supplier performance, including managing supplier performance improvement plans for the work.
- The Contracts Administrator will report administratively to the Manager, Technical and Project Procurement and may be assigned functional reporting to the same or to an internal client or project group as required.
- He or she will work independently on specific large projects or contracts as assigned, as well support, participate and lead in process definition and general improvements as related to contract administration.
- Participate in and lead where identified, process/procedure creation/improvement.
- Provide advice and apply specialized knowledge in the development of the Contract Administration processes, procedures and tools.
- Read, analyze, provide advice and apply the contract in daily transactions and in disputes.
- Lead the Contract Kick-off Meeting and other team meetings.
- Lead the development of the project contract administration plan in conjunction with the contract team.
- Review and approve (where no construction superintendent is assigned) all permits and training.
- Approve readiness for work.
- Verify qualifications and provide training.
- Lead the development of report on performance, including monitoring of contract cost, schedule, quality, and technical performance.
- Verify contract completion.
- Manage integrated Change Control to ensure that changes are properly approved and that all those with a need to know are aware of and approving such changes.
- Administer and record job progress. Monitor the work activities to verify contract compliance.
- Documents administrative actions and all data required to support the project´s business activities and performance assessments.
- Document decisions and events.
- Verify that the technical and commercial contract conditions are fulfilled throughout the contract.
- Ensure that all work has been completed and that all deficiencies and administrative matters have been resolved.
- Monitor payments to supplier.
- Complete contract closeout report for contractor´s performance.
- Resolve contract disputes.
Requirements
- Technical background or demonstrated understanding of engineering and/or construction contracts is an asset.
- Formal training and experience in contract administration and experience in a nuclear or crown corporation setting is an asset.
- Sound knowledge of ethical contract administration and business practices.
- Displays sound judgment to identify and resolve disputes according to contractual requirements.
- Strong analytical, business and negotiation skills are required to manage adherence to contractual requirements and to negotiate settlements to disputes.
- Experience in administering contracts related to design, architectural and construction/design/build within plant operations settings.
- In-depth knowledge of and experience in applying commercial and contractual formats and specific terms and conditions.
- Must be able to work independently, establishing priorities in meeting conflicting requirement deadlines.
- Willingness to devote additional/extended hours and work under pressure.
- Demonstrated ability to effectively communicate both orally and in writing in a large complex matrix organization.
- Must have the ability to reconcile the objectives of buyer and seller as contracting parties, and to manage both internal clients and external suppliers
- Must have a proven capability to lead others through influence rather than authority.
- Must have excellent communication skills and relationship-development skills, along with strong negotiator skills; oral and written.
- The incumbent must be able to read and have a deep understanding of both conventional text and legal terminology and documentation.
- The Contracts Administrator must also be able to understand basic technical issues and documents.
- Very strong organizational and time management skills are required, along with the ability to lead and coordinate communications for multiple and/or large contracts.
- The Contracts Administrator will have a high level of interaction with suppliers to the company, including professionals in varying fields, as well as interaction with various levels of project staff, operations staff, construction management staff, procurement staff, and engineering.
- The incumbent has no direct supervisory responsibilities; however, he/she is consider an Advisor in their area of expertise and is expected to provide coaching, leadership, and cross-functional coordination for goal achievement.
Qualifications
- Honours degree in engineering or business with 7+ years of experience conducting contract administration, with at least 3 years on large equipment, construction, and/or design contracts.
