 Background:

The Uniform Crime Reporting (UCR) Program is a collective effort between federal, state, local, and tribal law enforcement agencies to present a nationwide view of crime. Law Enforcement Agencies (LEAs) throughout the country participating in the Clients UCR Program provide offenses known to law enforcement and reports on persons arrested to the UCR Program.

The UCRRP is focused on the redevelopment of the UCR system. Although this project will enhance and streamline the Crime Statistics Management Unit (CSMU) ability to receive, process, analyze, and publish crime statistics, it stops short of addressing technological obstacles faced by LEA data contributors that presently send paper SRS crime reports.

Scope:

Assist the UCRRP PMO in the design, development, testing, and maintenance of software tools for UCR contributing LEAs to aid in the collection of crime reporting data.

Analyze and respond to problem reports involving the LEA software tools developed by the UCRRP PMO.

Roles and Responsibilities include:

• Demonstrated experience using the following tools to create business prototypes and applications:
• Java, MS Visual BASIC for Applications, J2EE, JSP, Integrated Development Environments (e.g. Eclipse), SQL, XML, ASP
• Gather technical requirements
• Produce specifications and design documentation
• Perform unit testing and conduct system testing
• Assist with and provide input to implementation plans and operational plans
• Create project work estimates; Report progress to program manager in a timely and effective manner
• Ability to work independently to complete project activities
• Demonstrated ability to be flexible and able to work under tight Schedules
• Ability to implement solutions and identify operational or management issues
• Strong verbal and written skills including experience presenting to customers at all levels, writing proposals/point papers, final reports and technical documentation
• Familiarity with UCR summary, NIBRS and LEOKA crime reporting.
