Intermediate - Senior Contracts Administrator

 

Our Oil & Gas client is currently seeking a Senior Contracts Administrator to join their team for a one year contract. This position works as a part of a larger multi-disciplinary team to solve project contracting issues. This role will also act as a mentor or trainer to other less experienced CA’s.

 

Responsibilities Include:

  • Able to form and administer all forms of complex contracts in the $100 M (UR/LS) or $150 M (RC) ranges.
  • Ability to liaise with senior project management
  • Entry level of organizational leadership role.
  • Initiate and maintain the individual contract.
  • Chair RFP kick off meetings to establish the various discipline responsibilities.
  • Arrange and chair pre-bid meetings.
  • Be the primary contact with outside parties in arranging contractual relations.
  • Prepare and coordinate the input of various disciplines into the preparation of the RFP document. The Contract Administrator has primary responsibility for the signature document, GC’s, SC’s, commercial sections and work administration and coordination procedures.
  • Receive questions and issue RFP addenda or clarifications.
  • Receive and respond to all RFP communication.
  • Coordinate of the evaluation process.
  • Primary responsibility for the commercial evaluation.
  • Coordinate as required, Legal, Risk Management input into contractor exceptions.
  • Participate in progress, safety, coordination, claims, accountability and all other contract meetings.
  • Arrange and chair proposal clarification meetings.
  • Chair contract kick off meetings.
  • Be cognizant of contractor’s performance schedule.
  • Draft and issue all proper and adequate notices to contractors.
  • Invoices (verify hours, rates and charges, contract milestone payment amounts, amount and documents required for final invoices, circulate payment certificates for approval, monitor payment cycle for contract compliance).
  • Issue to contractors, requests for proposals to perform additional work.
  • Receive contractor change proposals and coordinate the review.
  • Responsible for contract interpretation with consultation of Supervisor/Manager of Contracts and/or Legal.
  • Maintain the contracts component of the Contracts Management system in its entirety.
  • Prepare or assist in the preparation of contract correspondence.
  • Maintain complete contract files.
  • Expedite and ensure the receipt of contractor contract documents.
  • Receive and review contractor daily / weekly reports.
  • Review and/or approve the contractor’s contracting plan, standard contracting forms, master bidders list, LOR’s,
  • Review and/or approve the draft contract/subcontract documents
  • Review and recommend requests for contract Change Orders and Amendments
  • Review and/or approve claims recommendations
  • Follow the insurance claim procedure including monitoring and participating in the insurance claim process
  • Monitor the contractor’s subcontracting activities
  • Monitor the contract/subcontract holdback release process
  • Communicate with the contractor and project team by visiting them in their locations.
  • Be aware of ongoing site activities by physically viewing the work on a regular basis.
  • Monitor and facilitate the backcharge process, insurance claim process, construction lien process.
  • Follow the claims management procedure including formally responding to and leading the evaluation of any formal claims presented by the contractor, including preparing the recommendation to management for settlement.
  • Monitor the overall DOA compliance and approvals to the DOA.
  • Engage and obtain buy in from Proponents and Project Partners on their responsibilities and deliverables.
  • May represent area of expertise in own groups at cross-functional meetings and/or projects.
  • Provide complex contracting advice in are of specialty and may supervise small work group.
  • Be a key participant in the development of the bid list.
  • Formally release RFP documents.
  • Facilitate the development and the approval of the bid evaluation strategy.
  • Receive proposals and coordinate proposal openings.
  • Prepare the Letter to Award (LTA) for management approval.
  • Conform the contract document (except scope section) and facilitate contract execution.
  • Issue letters of regret to unsuccessful contractors.
  • Receive and review insurance certificates and WCB letters of good standing.
  • Receive and review surety forms and monitor against such security.
  • Draft and obtain approvals for Change Orders.
  • Log punch/moans lists.
  • Issue system turnover certificates, acceptance test certificates, completion certificates.
  • Return bank guaranty/bond/surety documents after contractor close out.
  • Facilitate the holdback release process.
  • Coordinate contractor close out documents.

 

Qualifications Include:

  • Post secondary (degree, designation or certificate) in business, law, engineering or construction field an asset.
  • Experience with a variety of contracted services, and compensation models, with solid technical knowledge of services contracted.
  • Working knowledge of the legal aspects of contracts (contract and tort).
  • Experience in the formation of significant commercial negotiations, purchase agreements.
  • Experience with construction claims and a working knowledge of the arbitration/litigation process.
  • Good working knowledge of local, provincial, national and global contractor community.
  • Ability to read engineering drawings.
  • 8 – 10 years of contracts management experience.
