Job Description
The Carrier Relations Specialist will use accrued skills and knowledge to provide leadership and excellent support to all carrier relations responsibilities with a heavy focus on E911, LNP, and carrier escalations. This position acts as a technical contributor as required to accomplish team's goals as well as performing daily supervisory responsibilities.
Required Experience
- Strong understanding of telecommunications, local number portability, and general industry practices
- Strong understanding of E911 and PSAP requirements.
- Has experience working with the multi street address guide (MSAG) for rate center and PSAP investigations.
- Strong understanding of TN ordering and management.
- Proven experience escalating complex carrier issues to various levels of carrier management.
- Strong leadership and customer service qualities.
Scope of Duties
- This position is responsible for maintaining relationships with Incumbent and Competitive Local Exchange Carriers including Account Managers and Operational Management contacts.
- Maintains MSO peer relationships.
- Leads vendor management functions.
- Oversees national TN inventory and E911 activities.
- Oversees national Directory Listing integrity activities.
- Supports companies’ participation in industry forums including LNPA WG and NENA.
- Acts as Carrier Relations Level 1 escalation contact.
- Supports interconnection and contract inquiries, prior to manager intervention.
- Monitors and reports on ILEC/CLEC performance against established service level agreements per interconnection agreements.
- Manages carrier relations escalations including problem management investigations.
- Supports a cross trained/cross functional environment.
- Supports a Carrier Relations centralized document repository.
- General Administrative Responsibilities
- Daily task assignments
- Work with NEO Carrier Relations Manager to facilitate staffing levels
- Resource scheduling and time reporting
- Performance Feedback
- Building consensus for any changes to processes
- A minimum of 5 years telecom experience in a CLEC or MSO Voice Services environment with an emphasis on carrier relations and E911 is preferred.
- A minimum of 3 years in a previous leadership role is preferred.
- Acts as a Senior Level Technical Contributor for technical functions including:
- E911 escalations for error corrections misroutes, no records found, and incorrect address reports
- E911 coordination efforts
- PSAP relationship building
- E911 vendor management
- Annual E911 reconciliation efforts
- Capacity management and coordination of TN replenishment
- Industry compliance
- NANPA Subject Matter Expertise
- Management of industry routing databases
- TN filings
- Driving more complex and trended voice problems
- Local number portability
- General carrier management
