Job Description

Position:  Personnel Security Officer, Staff

AECOM National Security Programs (NSP) is currently in need of a Personnel Security Administrator.

Job Description: 

This position is for an experienced personnel security professional to strategically partner with fellow security professionals, business management, technical staff, and functional counterparts.  Specific duties include, but are not limited to: 

  • · Implement a personnel security program that is compliant with the contractual requirements of AECOM NSP’s broad customer base that includes the Intelligence Community, Department of Defense and numerous other federal civilian agencies.
  • · Organize, prioritize and process day-to-day personnel security clearance, access and position of public trust actions in support of business operations with numerous US Government customers.
  • · Conduct indoctrination briefings / debriefings, process incoming/outgoing visit requests and certifications, track all clearance actions, enter all actions in the personnel security database (Access Commander) and prepare management reports as required.
  • · Operate in a team environment, facilitating personnel security actions, maintaining all classified information, supporting proposal activities, and be the liaison with government security representatives.
  • · Collaborate with security, functional peers and government counterparts to deliver outstanding security management and leadership in the areas of compliance, business operations, and strategic planning. 
  • · Identify relevant training and development paths to improve security’s ability to support the future direction of the business.

The position will be based in Springfield, VA and report to the Personnel Security Lead.

FSLA Classification:  Exempt

Knowledge:  Full use and application of standard theories, concepts, and techniques in a

Direction Receives and Quality of Work:  Works under general supervision.  Follows established procedure.  Work is reviewed for soundness of technical judgment and overall accuracy.  Erroneous decisions or recommendations might cause delays in program schedules and result in allocation of more resources.

Problem Complexity:  Provides solutions to a variety of problems.  What to do is defined but how to do it is left to the individual.

Contact with others and Responsibility for Work of Others:  Primarily intra-organizational and  ongoing contact with customers as required.

Education and Experience (or Equivalent):  No Degree:  8 – 10 years; Bachelor’s Degree:  2 – 4 years.  (1.5 years of experience = 1 year of college.)

Required Skills:

  • · Strong working knowledge of DoD, IC and various civilian agency clearance and Position of Public Trust processing procedures.
  • · Fully proficient in the use of MSOffice, Access Commander, eQIP and JPAS.
  • · Fully knowledgeable of DoD and IC regulations governing personnel security.
  • · Solid command of the English language with strong written and verbal skills.
  • · Excellent interpersonal skills be a self-starter and possess the ability to work independently in a fast-paced team environment.
  • · Ability to use discretion when handling sensitive personal information.

Characteristics necessary for success include: demonstrated strong interpersonal and managerial competency; ability to multi-task; skill in resolving problems impacting people, process and program issues; positive projection of presence through verbal and written communications and presentations; the ability to effectively influence individuals of varying backgrounds and learning styles; the ability to operate independently where appropriate, and an understanding as to when to escalate issues to higher appropriate levels for review, guidance and/or resolution; the ability to establish effective working relationships with peers, subordinates and superiors through contributions provided in team settings, working groups, and committees; ability to provide constructive coaching and feedback to employees and management at all levels.

Desired skills:

  • ·Proficiency with the use of Super2 and MS Project knowledge

Additional Requirements:

  • ·US Government security training and certifications.
  • ·An active and current US Government TOP SECRET/SCI level access and CI polygraph.  Candidate will be required to obtain and maintain a TOP SECRET and SCI level clearance/access.
  • ·Must be able to work beyond normal work hours when required.

Travel:  Approximately 10% - 20% will be required and will fluctuate based on business demands.
